WAVE – We Are Voices Everywhere

Many young people with intellectual and developmental disabilities are still excluded from decisions that affect their lives.

They have a right to be heard.

About WAVE

WAVE is a project funded by the CERV Programme and coordinated by Tukena Foundation sr.

Duration: 2026–2027

The project strengthens participation, voice and agency of young people aged 13–17 with intellectual and developmental disabilities.

Young people are not only participants.
They shape the project.

Why this matters

Many young people are not asked for their views.
They are excluded from decisions that shape their everyday life.

They may not have accessible ways to express themselves.

Participation requires clear methods, safe environments and adults who listen.

Despite having a legal right to be heard, many young people remain excluded in practice.

WAVE turns participation into practice.

Objectives

Participation is a right. Not a privilege.
Young people are not only included. They lead.

The project aims to:

  • ensure young people are heard in decisions that affect their lives
  • develop practical and accessible ways to support participation
  • strengthen confidence and ability to express views
  • support professionals to create inclusive environments
  • promote participation as a right, not an exception

Approach

WAVE uses a child rights-based and communication-sensitive approach.

Young people take part as active contributors in all stages of the project. They co-create materials, participation models and awareness activities based on their own experiences.

Adults support this process by facilitating, listening and adapting structures to meet young people’s needs.

What we do

Children’s Advisory Boards are organised in Finland, Italy and Bulgaria.

Young people:

  • share their views and experiences
  • learn about their rights
  • identify barriers
  • develop solutions

For example, young people work together in small groups to discuss their experiences and develop ideas that are shared with professionals and decision-makers.

The project also:

  • develops participation methods
  • tests accessible communication
  • supports professionals

Results

  • practical tools for participation
  • accessible and easy-to-understand materials
  • training for professionals
  • youth-led videos and messages
  • models and practices for inclusive participation

In France, University of Reims Champagne-Ardenne (URCA) supports research, development and dissemination.
